Collections Investigator
(970) 252- 4340:The collections investigator (CI) is responsible for collecting court ordered fines, fees, costs and restitution. Defendants who do not pay assessed amounts immediately must contact the CI to discuss payment of their balance. Defendants must provide financial information to the CI to determine if they are eligible for a payment plan. Defendants will either be informed that they do not qualify and must pay their balance in full within two business days or a payment plan will be established.
Jury Commissioner
(Administrative Programs Coordinator)(970) 252-4314:
The Jury Commissioner manages all jury reltaed functions including jury calls for the six counties of the 7th judicial district from one location, the Montrose Justice Center. All jury calls, requests for postponement/excuse, assignment of bailiffs and telephone inquiries are handled at the above location.
Language Interpreters:
The Seventh Judicial District has two part-time Spanish language interpreters that provide services for IN COURT interpreting in the various courts of the District. Additionally, there are employees who are fluent in Spanish working in the Court offices and in the Probation Department in Delta and Montrose. The Court and Probation employees can assist with procedural matters but do not do IN COURT interpreting. By State Judicial Department Fiscal Rule, the court does not provide an interpreter for civil matters unless the parties have been declared indigent.
Other language requirements must be met through contracts with various providers.
The 7th Judicial District Attorney and local office of the Colorado State Public Defender also have Spanish lanuage capabilities.

to topSeventh Judicial District Account Clerk:
The Seventh Judicial has an Account Clerk (AC) located in the Montrose County Justice Center. The function of the clerk is to handle the overall ICON Financial Reporting System and to assure that matters in individual cases are being processed correctly. The Account Clerk does not handle the receipting for funds or daily operations of the financial systems in the court locations. The AC reviews the operations to make sure that such funds are being properly receipted. The Account Clerk handles all the monthly, quarterly, semi-annually and yearly reporting for the seven court locations of the district. The position also handles any exceptions that appear on the various automated financial reports available in the ICON Financial System. The AC balances all registry accounts at least monthly.
One of the primary functions performed by the Account Clerk is the processing and distribution of restitution funds collected by the various courts to victims in criminal matters. The AC processes these matters at least weekly, but are more than likely distributed as soon as the cash is paid or check clears which is based on fiscal rules.
The Account Clerk has the responsibility to distribute child support payments that are made by cash. Other child support payments made to the courts are distributed directly by the individual Clerks of Court.
The Account Clerk also makes all other disbursements from funds collected by the courts. These would include fees, fines and costs that are paid into the court's registry. These go to the Colorado State Treasurer, Counties and local law enforcement or other locations ordered by the courts or outlined in statutes or rules.
The Account Clerk is the primary advisor to the Judicial District Administrator and Clerks of Court on financial matters related to the ICON Financial System and they are also the primary ICON Financial System trainers for the district.

Drug Court:
Drug Court was created in this District to better deal with the continuing problems of drugs abuse, particularly methamphetamine, in our communities. The drug court team is comprised of the Drug Court Judge, Drug Court Probation Officer, Drug Treatment Specialist and the individual defendant. The goal of Drug Court is treatment. If accepted into the program, an individual must complete a stringent set of requirements to be successful. These requirements include:
- A term of probation - The sentenced time may vary. It will be for at least the minimum time required to complete the treatment program. The requirements for reporting are similar to a maximum probation classified case.
- Jail sentence - The jail sentence is suspended with days to be served only for minor violations of the conditions of probation during the treatment program.
- The individual must pay all fees, fines and costs assessed.
- Drug Therapy and Treatment - The program consists of both individual and group therapy. The treatment program is nearly a year.
- Drug Testing - The individual must be drug free. This includes over the counter or prescription drugs. Accordingly, the individual who is sentenced to the program must agree to frequent and random drug testing using a variety of testing strategies. Any indication of drug use is a violation and will probably result in serving jail time.
- Other requirements may include being employed or attending school, no contact with other probationers or known drug users/suppliers, random home or employment visits by Probation Officer, curfews and electronic home monitoring.

Victims' Services:
The Seventh Judicial District Probation Department has a Victim Services Program, which provides services to victims of crime in Delta, Gunnison, Hinsdale, Montrose, Ouray and San Miguel counties. Established in 1997, as a result of the Victim Rights Act, this program provides the following services: criminal justice advocacy, assistance with victim impact statements and the pre-sentence investigation process, crisis intervention, referrals to other victim services agencies, assistance with Crime Victim Compensation applications and notification of changes in probation status. Volunteers are very helpful in the delivery of these services and are deeply appreciated.
